When I was growing up in NJ when I was a kid I had a paper-route, and a client had a 20 ft windwill in his yard that made the PSEG meter move counter-clockwise, generating income from the local utility by putting their power back into the grid...
I was wondering if anyone knows of or has plans out there for a DYI, like myself, of a smaller version,
say..Can I assemble 3-20 ft long re-bar in a tri-pod stance and a light weight fiberglass propellor where I can connect a generator onto generate electricity and connect it into my house?
Also
Do I have to get the PSEG/Con Ed people involved?

No, Noone can email you, even if they wanted to. You did not post an addy! ;)
rod is right, as usual. The equipment (inverter, not to mention tower, generator/alternator) to do this will run you almost a year's worth of electric bills.
Many states have mandated "net metering" so if you have the right hardware, you can sell it back at the rate they charge. If your state has not, then there is no hope of selling back to the util, especially at thier sales rate.

You will need to purchase a (expensive) grid tied power inverter, and will require the blessing of the utility company if you want to send electric back to the grid.
